Оно ошибочно падало с нее в классике, но это было исправлено в одном из патчей БК

It seems as if Lady Vespia doesn't drop the quest item any longer. I did it today, and all she dropped was some mail shoulders.

Lady Vespia does not always drop the Ring of Zoram -- I just killed her while on the quest Ruuzel, and no ring.
